Análisis agroecológico comparado entre las normativas europeas y norteamericanas sobre fitosanitarios y de sus consecuencias en Latinoamérica

Abstract

El propósito de esta investigación es evaluar la adecuación de la normativa sobre productos fitosanitarios en dos bloques económicos diferentes (la Unión Europea y los Estados Unidos de América), en relación a las necesidades y percepciones de las personas afectadas por ellas. Estos datos serán contrastados con los efectos derivados de estas regulaciones sobre productores y ecosistemas de estos bloques y en sus impactos sobre diferentes países latinoamericanos. Este enfoque se basa en el paradigma multidisciplinar de Agroecología. Con ello se trata de poner en valor aquellos aspectos que no están presentes y no son capturados por estas legislaciones. El estudio trata de mostrar un análisis comparativo entre las legislaciones ambientales de ambos bloques económicos y sus impactos productivos, de seguridad, medioambiental, sobre la salud humana y en el sector agronómico. Este enfoque se ha enriquecido con las opiniones y percepciones de los productores y expertos sobre el tema. Las principales técnicas utilizadas para la recolección de datos son encuestas semi-estructuradas, la revisión de fuentes secundarias y el uso de un panel de expertos mediante análisis Delphi. Principalmente, se tratará de señalar y visibilizar la relación destructiva tanto en las comunidades locales y en su entorno, basada en el uso de los agrotóxicos más comunes: el glifosato, y sus productos derivados y similares. Se realiza una breve profundización en el conocimiento de los productos agroquímicos relacionados con el cultivo agronómico convencional de la soja. Se continuará con un estudio de las consecuencias para las poblaciones afectadas en América Latina y de sus agroecosistemas. En la última parte se ofrecen algunos resultados de la investigación, tratando de verificar las hipótesis, a partir de la coincidencia de los datos y opiniones. Se concluye con un resumen de recomendaciones para la mejora de futuras legislaciones.

The purpose of this research is to evaluate the suitability of regulations on plant protection products in two different economic blocks (the European Union and the United States of America), in regards to needs and perceptions of those individuals (agrarian producers and firms) affected by them. These data will be contrasted with the derived effects of these regulations on the producers and their ecosystems, and particularly on those derived in Latin America. This approach is based on the multidisciplinary paradigm of Agroecology. It tries to value and show those aspects that are not present and not captured by these regulations. The study is a comparative analysis between environmental regulations of both economic blocks and their agronomic and health safety impacts. The main techniques used for data collection are structured interviews, revision of secondary sources and Delphi analysis. In the last part, some research results will be shown, trying to verify the hypothesis, from the matching of data and insights. In the case of Latin America, the main focus was put into the destructive relationship in both the local communities and their environment, based on the use of one of the most common agrotoxins: Glyphosate and its derivate products. A brief deepening will be done into the knowledge of those agrochemicals related to cropping of soybean. This will establish the components of exchange of these products in the world chains of trade and the consequent economic networks that sustain them. It will be continued with a study of the consequences for the populations affected in Latin America, and for their agroecosystems. Finally, the thesis provides a step toward the opinions of producers and experts on these issues, trying to verify hypotheses from the coincidence of data and opinions. The thesis concludes with a summary of recommendations to improve future regulations.
