El secretario del despacho Don Antonio de Ubilla y Medina.Su vida y obra (1643-1726)

Abstract

La presente investigación tuvo un objetivo doble: de un lado, realizar una aproximación biográfica a la figura de Antonio de Ubilla y Medina (1643- 1726); y de otro, analizar desde distintas ópticas (institucional, social y política) la secretaría del Despacho Universal desde su creación a comienzos del siglo XVII hasta 1705. Todo ello concediendo especial protagonismo a la etapa en la que Ubilla desempeñó dicha secretaría, que vendría a coincidir con el complejo periodo de sucesión borbónica a la Monarquía Hispánica (1698-1705). A través del estudio y análisis de la bibliografía existente al respecto y de cuantas fuentes primarias hemos podido localizar, se concluye que nos encontramos ante un destacado caso de promoción social; pasando el biografiado, por ejemplo, de simple hidalgo a poseedor un título nobiliario y diversas posesiones señoriales. Siendo fundamental en todo ese proceso el desempeño de distintos empleos de tipo burocrático en los organismos e instituciones de la administración central. Por su parte, la secretaría del Despacho Universal ha mostrado ser una institución surgida como un mecanismo de reforzamiento del poder de los validos que pasó a erigirse en la segunda mitad del siglo XVII en un organismo con un peso trascendental en la adopción de decisiones de tipo político; algo que se evidenciaría, sobre todo, en el contexto de la compleja sucesión de Carlos II. Igualmente, la llegada de los Borbones a la Corona española significaría un reforzamiento del papel de ese Despacho, que se emplearía para un mejor control por parte del rey francés Luis XIV de las decisiones que se adoptaban en Madrid; una realidad que, a la postre, vendría a facilitar la división temática de la única secretaría del Despacho Universal a partir de 1705. Se daba inicio así al sistema ministerial.

This investigation had a double objective: on one hand, making a biographical approximation of Antonio de Ubilla y Medina (1643-1726); and on the other hand, analysing from different points of view (institutional, social y political) the secretariat of the Universal Office (Despacho Universal) from its creation at the beginning of the 17th century until 1705. For all of the above giving special importance to the stage when Ubilla fulfilled such secretariat, which came to coincide with the complex period of Bourbon succession to the Monarchy (1698-1705). Through the study and analysis of the existing bibliography in relation to and from all primary sources we were able to trace, we concluded that we are dealing with a prominent case of social promotion; the subject of the biography going, for example, from a simple nobleman to holder of a title and various feudal properties. The fulfilment of different bureaucratic positions in the organisms and institutions of the central administration being fundamental in all this process. On its own account, the secretariat of the Universal Office has shown to be an institution started as a mechanism to strengthen the power of the court favourites that was established in the second half of the 17th century in an organism with transcendental weight in adopting political decisions; something that would be highlighted, above all, in the context of the complex succession of Carlos II. Likewise, the succession of the Bourbons to the Spanish Crown would mean a strengthening of the function of such Office, which would be employed for better controlling, on behalf of the French king Luis XIV, of the decisions that were taken in Madrid; a situation that, in the end, would facilitate the thematic division of the single secretariat of the Universal Office starting from 1705. The ministerial system was thus started.
