Tercer Informe de Revisión Periódica de la Reserva de Biosfera Sierras de Cazorla, Segura y las Villas. Descripción del proceso de elaboración

Abstract

Las Reservas de la Biosfera son áreas con figuras especiales de protección que forman parte del programa Hombre y Biosfera “Man and Biosphere” (MAB) de la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO). Estas áreas son consideradas por dicha organización como laboratorios de desarrollo sostenible. Cada diez años, el organismo responsable de la gestión de una Reserva de Biosfera debe preparar un informe en donde se evalúe el cumplimiento de los criterios por los cuales fue designada. El Consejo Internacional de Coordinación (CIC) del programa MAB determina la permanencia en la Red Mundial de Reservas de Biosfera de cada Reserva según los resultados de la evaluación. En este trabajo se describe el proceso que se ha llevado a cabo para la elaboración del tercer Informe de Revisión Periódica realizado a la Reserva de Biosfera Sierras de Cazorla, Segura y las Villas: diseño, aplicación e identificación de aspectos clave a tener en cuenta en el proceso de elaboración. Se detallan las fuentes y herramientas utilizadas para la recolección de información y de datos, así como el análisis y la validación empleados para identificar aquellos que serían útiles para incluir en el informe de revisión; también se presenta el resultado de la evaluación del proceso seguido. Además de exponer el modelo del proceso usado para la elaboración y redacción del Informe de Revisión Periódica realizado para la Reserva de Biosfera, se pretende contribuir a mejorar la capacidad evaluadora del mismo.

Biosphere Reserves are areas with special protection figures that are part of the "Man and Biosphere" (MAB) Programme of the United Nations Organization for Education, Science and Culture (UNESCO), and are considered as laboratories for sustainable development. Every ten years, the body responsible for the management of a biosphere reserve, should prepare a report which assess the fulfillment of the criteria by which it was designated. The International Coordinating Council (ICC) of the MAB programme, is the body which determines the permanence in the World Network of Biosphere Reserves of each one of them, according to the results of this evaluation. In this paper the process that has been carried out, for the elaboration of the third periodic review report of the Biosphere Reserve Sierras de Cazorla, Segura y las Villas, is described -design, implementation and identification of key issues to consider in the drafting process-. Sources and tools used for the collection of information and data as well as analysis and validation used for identify those that would be useful to include in the review report are detailed; also the result of the evaluation of the process followed is exposed. Our goals have been the improvement of the evaluative capacity of the report of periodic review process applied to each Biosphere Reserve, in addition the methodology used in its elaboration, is exposed.
