Crisis migratoria vs. Igualdad de trato: la difícil andadura en el marco euromediterráneo

Abstract

Esta investigación profundiza en las relaciones entre la UE y los países del Sur del Mediterráneo en una materia clave como es la migración. Nuestro estudio pivota necesariamente en dos aspectos que conforman la respuesta tanto ad extram como ad intram de la migración a nivel euromediterráneo. En primer lugar, se realizará una aproximación a las relaciones euromediterráneas a través de los acuerdos firmados entre la UE y los PSM en su actual encuadre de la UpM, prestando especial atención a los compromisos de cada una de las partes en materia de control fronterizo, gestión del flujo y libre movilidad. Y, en segundo lugar, se atenderá al principio de igualdad de trato existente en tales acuerdos en tanto que elemento clave para la integración —y el reconocimiento de derechos— de la población residente en la UE procedente de los países signatarios.

This research explores the relations between the EU and the southern Mediterranean countries (SMCs) on the key issue of migration. Our study necessarily hinges on two aspects that shape both the ad extram and ad intram response to migration at the Euro-Mediterranean level. First, Euro-Mediterranean relations will be approached through the agreements signed between the EU and the SMCs in their current framework of the Union for the Mediterranean, paying special attention to the commitments of each of the parties in terms of border control, flow management and free mobility. Secondly, attention will be paid to the principle of equal treatment existing in these agreements as a key element for the integration -and the recognition of rights- of the population residing in the EU from the signatory countries.
