El corredor mediterráneo y la cohesión territorial de Andalucía. Balance y perspectivas

Abstract

El presente artículo tiene como objetivo principal analizar el papel del Corredor Mediterráneo en relación con la cohesión territorial y el desarrollo de la red de infraestructuras en Andalucía, sobre todo las ferroviarias. Se lleva a cabo un balance acerca de los efectos de este Corredor sobre el territorio andaluz, así como de sus perspectivas de futuro, en particular lo concerniente a carencias y asignaturas pendientes en este campo. Desde el punto de vista metodológico se presenta un artículo crítico, de revisión, que tiene en cuenta tanto la literatura especializada más destacada como los planes y políticas públicas de transportes en el marco de la Unión Europea y su aplicación en la Comunidad Autónoma de Andalucía. Se concluye que el Corredor Mediterráneo puede tener resultados prometedores en aras a la cohesión territorial de Andalucía, pero para ello hay que resolver tres obstáculos principales: superar el modelo de la España radial; mejorar la convergencia interregional (tanto española como europea); y romper las inercias localistas, dentro de Andalucía, que presionan en contra de la tendencia cohesionadora que alimenta el Corredor Mediterráneo.

The main objective of this article is to analyse the role of the Mediterranean Corridor in relation to territorial cohesion and the development of the infrastructure network in Andalusia, especially the railway infrastructure. An assessment is made of the effects of this Corridor on the Andalusian territory, as well as its prospects, regarding the shortcomings and pending issues in this field. From the methodological point of view, a critical review article is presented which considers both the most important specialised literature and the public transport plans and policies within the framework of the European Union and their application in the Autonomous Community of Andalusia. It concludes that the Mediterranean Corridor can have promising results in terms of territorial cohesion in Andalusia, but three main obstacles must be resolved: overcoming the model of radial Spain; improving interregional convergence (both Spanish and European); and breaking the localist inertias within Andalusia that are pushing against the cohesive tendency that feeds the Mediterranean Corridor.
