La bioeconomía circular, clave para el desarrollo territorial sostenible

Abstract

La bioeconomía circular es una oportunidad para el desarrollo territorial y debe tener un enfoque participativo y transversal, involucrando a todos los actores, políticas y estrategias regionales. En este contexto, se celebró el Foro de Bioeconomía Circular en Sevilla, Andalucía, el 21 de noviembre de 2023. En este evento se dieron cita representantes de las administraciones públicas, responsables institucionales, entidades del ámbito empresarial y de la academia, así como representantes de la sociedad civil y responsables de proyectos de interés en bioeconomía, tanto a nivel regional y nacional como europeo y centroamericano. Con más de trescientos cincuenta participantes, el evento permitió debatir y presentar el avance, situación actual y perspectivas de la bioeconomía circular en los territorios rurales. En el presente artículo se abordan los principales aspectos analizados, como políticas y estrategias de bioeconomía de las diferentes regiones participantes; debilidades, amenazas, fortalezas y oportunidades de la bioeconomía circular; casos de éxito y prácticas desarrolladas por diversas entidades; retos a los que se enfrenta la bioeconomía circular; mercados y modelos de negocio y de consumo; importancia de la cooperación entre los diversos actores de la cuádruple hélice (sector público, sector privado, sector académico y científico y sociedad civil) con un enfoque territorial; sensibilización de la sociedad en cuanto a la demanda y concienciación de un modelo basado en la bioeconomía circular; importancia de la formación y educación en bioeconomía circular y papel de la I+D+i.

The circular bioeconomy is an opportunity for territorial development and requires a participatory and transversal approach, involving all actors, policies and regional strategies. In this context, the Circular Bioeconomy Forum was held on 21 November in Seville, Andalusia. This event brought together representatives of public administrations, institutional leaders, business and academic institutions, as well as representatives of civil society and those responsible for projects of interest to the bioeconomy at regional, national, European and Central American levels. With more than three hundred and fifty participants, the event facilitated discussions and presentations on the progress, current situation and prospects of the circular bioeconomy in rural areas. This article covers the main aspects analysed, such as bioeconomy policies and strategies of the participating regions; the weaknesses, threats, strengths and opportunities of the circular bioeconomy; success stories and practices from different entities; the challenges facing the circular bioeconomy; markets and business and consumption models; the importance of cooperation between the various actors of the quadruple helix (public sector, private sector, academic and scientific sector and civil society) with a territorial approach; the awareness of society in terms of demand and awareness of a model based on the circular bioeconomy; the importance of education and training in the circular bioeconomy and the role of R+D+I.
