Orientaciones y recomendaciones para un Plan de Turismo Cultural para la ciudad de Córdoba en el marco de los Objetivos de Desarrollo Sostenible

Abstract

La sostenibilidad y el turismo son dos conceptos que no siempre pueden compatibilizarse fácilmente con independencia del destino que consideremos o de la tipología turística que estudiemos, pero no cabe duda de la necesidad de que se conjuguen mediante instrumentos adecuados de planificación y gobernanza, sobre todo en los destinos de interés patrimonial como la ciudad de Córdoba, donde el patrimonio vive una creciente presión para ser adaptado a un uso turístico, hecho relacionado con el progresivo aumento del turismo cultural. La utilización de instrumentos básicos de planificación permitiría que los procesos de interacción entre el sector turístico y el cultural-patrimonial conlleven no solo encontrar el equilibrio entre ambos, sino mejorar el rendimiento de los dos sectores. En este trabajo se realiza una serie de reflexiones al respecto a partir del análisis de los planes de turismo de siete ciudades españolas declaradas Patrimonio de la Humanidad, destacando las actuaciones dentro de los sectores cultural y ambiental, todo ello con el objeto de obtener lecciones aprendidas y orientaciones que contribuyan a la consecución de los Objetivos de Desarrollo Sostenible como hoja de ruta de su sostenibilidad. Las orientaciones, propuestas y recomendaciones finales se han centrado en el futuro del plan turístico cultural sostenible para la ciudad de Córdoba que pueda formularse próximamente tras el vencimiento del plan estratégico general anterior, con vistas a cumplir la Agenda 2030 y vincularse a las políticas públicas de la ciudad en materia de sostenibilidad general, involucrando a los principales agentes implicados, habida cuenta de la importancia estratégica y socioeconómica de la actividad turística para esta ciudad. Este trabajo intenta ser una hoja de ruta para una actividad turística que combine la valorización social, económica y turística de la cultura y el patrimonio cultural con las medidas de ordenación y gobernanza para su conservación, sostenibilidad a gestión desde el municipio.

Sustainability and tourism are two concepts that cannot always be easily reconciled regardless of the destination we are considering or the type of tourism we are studying, but there is no doubt that they need to be combined through appropriate planning and governance instruments, especially in destinations of heritage interest such as the city of Córdoba, where heritage is under increasing pressure to be adapted for tourist use, a fact related to the progressive increase in cultural tourism. The use of basic planning instruments would allow the interaction processes between the tourism sector and the cultural-heritage sector to entail not only finding the balance between the two, but also improving the performance of the two sectors. In this work, a series of reflections are made in this regard based on the analysis of the tourism plans of seven Spanish cities declared World Heritage Sites, highlighting the actions within the cultural and environmental sectors, all with the aim of obtaining lessons learned and guidelines that contribute to the achievement of the Sustainable Development Goals as a roadmap for their sustainability. The final guidelines, proposals and recommendations have focused on the future of the sustainable cultural tourism plan for the city of Córdoba that may be formulated soon after the expiration of the previous general strategic plan, with a view to complying with the 2030 Agenda and being linked to the public policies of the city in terms of general sustainability, involving the main agents involved, taking into account the strategic and socio-economic importance of tourist activity for this city. This work tries to be a roadmap for a tourist activity that combines the social, economic and tourist appreciation of culture and cultural heritage with the management and governance measures for its conservation, sustainability and management from the municipality Council.
