El alcalde, la gestión y la modernización urbana en Recife (1969-1970)

Abstract

Durante la administración del alcalde Geraldo Magalhães (1969-1970), la política estatal definió y consolidó un perfil de carácter autoritario y tecnocrático, imponiendo al conjunto social de la ciudad los costes de esa modernización. En aquella época fue construido uno de los primeros complejos viarios destinados preferentemente al automóvil, con la ampliación y construcción de aparcamientos en el muelle de Santa Rita, la ampliación de la Avd. José Estelita y la construcción del viaducto de las Cinco Pontas, integrando el área central del barrio de Boa Viagem, con los costes de esa intervención recayendo sobre los segmentos de las clases subalternas establecidas en la zona. Analizar y criticar esa intervención, los costes y conflictos sociales suscitados y desvelar la memoria y narrativas ahí presentes es el propósito del presente trabajo.

When Geraldo Magalhães was mayor during the years 1969 to 1970, state politics defined and consolidated an authoritarian and technocratic style as well as placing the costs of this modernization on the city’s social structure. At that time, one of the first road complexes was built, designed primarily for passenger cars, along with the fill-in and construction of the Santa Rita parking lot, the widening of José Estelita Avenue and the Cinco Pontas overpass, intergrading the central area of Boa Viagem. The costs, however, of this intervention fell on the lower classes already settled in the area. Analyzing and reviewing this intervention, its costs and the resulting social conflicts and discovering the memory and narrations there present is the objective of this study.
