El turismo como instrumento para la conservación y desarrollo sostenible de los humedales en Ecuador: fundamentos jurídicos y teóricos para su planificación y gestión

Abstract

Este trabajo tiene como objetivo fundamentar desde el punto de vista legal y teórico la necesidad de articular medidas de conservación y fomento del desarrollo sostenible de los 19 humedales “Ramsar” de Ecuador. Se ha buscado establecer unas bases teórico--científicas y legales sobre estos humedales, considerando de manera integral sus características y problemáticas ambientales, socioeconómicas y territoriales y teniendo al turismo como herramienta de manejo sostenible y puesta en valor de estos espacios que sufren problemas de conservación y deterioro, siendo su principal causa los intereses económicos, su desconocimiento y la escasa sensibilización y valoración social que se tiene sobre su importancia. La metodología empleada ha seguido un enfoque cualitativo y la investigación se ha basado en una revisión bibliográfica del tema y la búsqueda de información en fuentes de tipo técnico y oficiales de la Administración. Se han tomado como referencia las investigaciones de Nunes da Cunha y Junk (2014) sobre clasificación de Áreas Húmedas de Brasil, del MAE (2013) y su Manual sobre Gestión de Áreas Protegidas de Ecuador y Ramsar (2016) y sus manuales para la planificación de humedales. Finalmente se ha planteado un marco legal y teórico para el manejo integral y sostenible de los humedales compatibles con una oferta turístico-recreativa que los articule y cohesione territorialmente.

The objective of this work is to establish, from a legal and theoretical point of view, the need to articulate measures for the conservation and promotion of the sustainable development of the 19 "Ramsar" wetlands of Ecuador. It has sought to establish a theoretical - scientific and legal basis on these wetlands, considering in an integral way their characteristics and environmental, socioeconomic and territorial problems and having tourism as a tool for sustainable management and enhancement of these spaces that suffer conservation problems and deterioration, being its main cause the economic interests, its ignorance and the little awareness and social value that it has about its importance. The methodology used has followed a qualitative approach and the research has been based on a bibliographic review of the subject and the search for information in technical and official sources of the Administration like the research of Nunes da Cunha and Junk (2014) on classification of Wetlands of Brazil, of the MAE (2013) and its Manual on Management of Protected Areas of Ecuador and Ramsar (2016) and its manuals for planning have been taken as reference. of wetlands. Finally, a legal and theoretical framework has been proposed for the integral and sustainable management of wetlands compatible with a tourism-recreational offer that articulates and coheres them territorially.
